"The actions of the Wayne County Sheriff's Department were completely outrageous," said a Detroit lawyer for Koubriti, Ben Gonek. "They only added more insult to the injuries he was already sustaining by the federal government."

Koubriti, a Moroccan immigrant, claims he was forced to eat pork -- even though it violates his religious beliefs as an observant Muslim. He was "repeatedly subjected to unlawful and unnecessary strip searches designed to humiliate and degrade him because of and in retaliation for his religious beliefs," the lawsuit states.

Other detainees were only forced to strip to their underwear, Koubriti said in an affidavit. Just the four terror suspects were required to strip naked -- while as many as six deputies watched, he said.

Koubriti was arrested Sept. 17, 2001, at a southwest Detroit apartment and charged, along with three other Arab immigrants, with operating a covert terror cell plotting attacks here and abroad.

The June 2003 convictions were overturned last year after a federal review found prosecutors had withheld evidence from the defense, preventing Koubriti and the others from getting a fair trial. A federal grand jury is investigating the conduct of the former lead prosecutor.

Koubriti is to be retried on charges he attempted to commit insurance fraud and is free on bond and staying in a halfway house while awaiting trial. The U.S. Attorney's Office has yet to respond to motions from Koubriti's criminal attorneys that seek to have the fraud charges dismissed.

Sgt. Larry Crider, a spokesman for the Wayne County Sheriff's Department, said the department had no comment on the lawsuit. But, he said the department takes great care to accommodate prisoners of all ethnic and religious backgrounds. He also said the jail hasn't served pork "for many years."

"The bottom line is, when you have a federal prisoner, the security level is determined by the U.S. marshals," Crider said Wednesday. "We don't arbitrarily place someone in a maximum security classification."
